Philip Horgan

Philip Horgan is a specialist in generating knowledge and insights and supporting change through Monitoring, Evaluation, and Research processes, including designing and utilising behaviour change and Theory of Change approaches. Philip is currently supporting the design and implementation of the Diagnostic Use Accelerator clinical trial at the Big Data Institute, leading on qualitative behavioural analysis. Philip has, for the last 20+ years, worked as a specialist in the field of learning, research, monitoring and evaluation, across many different areas of UK and international development including issues of national research capacity, humanitarian and long-term development interventions, poverty alleviation and social change. Previous work includes in the areas of open data, and the application of artificial intelligence to the detection and identification of bacteria.

Philip has spent some years living and working in Ethiopia and Nepal, and has worked with colleagues around the world in many institutions and organisations supporting improvements in people’s lives.
